Maria may have winds in the tropical storm range, but will most definitely not be a tropical cyclone. The NHC 5 day graphical product is misleading because it makes no distinction between tropical and extratropical; the discussion and forecast products, however, do so. The differences in impacts between a 50kt extratropical storm and a 50kt tropical storm can be great, so it's not safe to simply assume that the distinction is not an important one.
