Hard to write off Josephine, even the NHC says to monitor her..

ABOUT 1100 MILES WEST OF THE CAPE VERDE ISLANDS...IS CURRENTLY
POORLY ORGANIZED. THIS SYSTEM WILL BE CLOSELY MONITORED FOR SIGNS
OF REGENERATION."
