FRANCES CONTINUES TO MOVE WEST-NORTHWEST AT 15 KT. MAXIMUM
SUSTAINED WIND SPEED HAS INCREASED TO 60 KT WITH TO GUSTS 75 KT
AND THE ESTIMATED MINIMUM CENTRAL PRESSURE IS 990 MB.
