It's warmer than normal SST's and lower than normal wind shear over the basin that appears to be responsible for this higher than normal activity.

An interesting article here about Jim Lushine's rainfall theory. Key things to note are that, June rainfall has nothing to do with it, only rainfall in May, and it only applies to South Florida.
