A SURFACE LOW FORMS NEAR CAPE HATTERAS FRIDAY EVENING AND
MOVES NORTH TO OFF THE DELMARVA COAST BY NOON SATURDAY. AT
THIS TIME IT APPEARS ITS EFFECT WILL BE LIMITED TO SPREADING
