I'm not putting much stock in 94L developing. For one, the NHC is the ONLY ones I have seen that have said conditions are favorable for development but I think they will change their thinking on that very soon. Also, the conditions would have to be ideal since it won't have much time over water to begin with. Looks like most of the rain will stay to the east of us here in the Houston area as well.
