The mid-level seems to be gradually taking the lead in creating the conditions necessary for a circulation to take hold. that will be further south and west of the other vortex presumed to be the lower level vortex..Sea temps are higher than usual, lower latitude may protect against land effects,and lead to later recurvature...We cannot tell anything really definitive until this system decides if it will come together or not
