radar image/satellite image/strongest winds

the hurricane eyes on the radar returns appear to me to be larger than the satellite images of the same eyes. exactly where are the highest winds? would it be accurate to assume that the highest winds are associated with the area of rain (shown on radar) closest to the center, rather than the areas shown on satellite closest to the center?
