what does Invest mean?

I must have missed something....didn't tropical disturbances used to be named: TD and a number, or TS and a number? When did the use of "Invest" start? What does Invest mean? (I know it signifies a Potential Development Area.) What is the significance of the number behind it? And what does the letter stand for (92L)? TIA

Invest= investigating. You will have many invests in any given year. I think the L stands for LOW
sorry I didn't post this all at once- trying to post at work-
the numbers mean nothing
invests are assigned a # 90 thru 99 and then it repeats. This system has not yet evolved into a depression yet, hence no # .

The L = Atlantic basin, E = East Pacific basin, C = Central Pacific basin, W = West Pacific basin. Im not sure what the rest of basin letters are.

Found the list for all Basins:

A - Arabian Sea
B - Bay of Bengal
C - Central Pacific (between 140W and 180)
E - Eastern Pacific (out to 140W)
L - Atlantic
P - South Pacific (135E - 120W)
S - South IO (20E - 135E)
W - Western Pacific (180 to Malay Peninsula)
