INVEST Numbering

Would someone explain the system they use when numbering and lettering the invest they post on NRL site?
It was a bit confusing with Erika when sometimes 91L and at other times 21L were showing. I thought maybe one of them was tracking the invisible LLC somewhere to the south while the other was for the convective mass and midlevel center that I was watching.

I think that the 21L was an error, or at least something that should not have appeared on the NRL site (it may be an internal number, but I doubt it) - I've seen it once before myself. Normally the numbers are used in sequence starting with 90 and ending with 99 - then starting with 90 again, etc. The letter 'L' is used to designate a North Atlantic Ocean Invest. Probably the best answer is to send an email to NRL.
