I have been watching the visible satellites in the Atlantic this afternoon,
and I have noticed what appears to be some type of mid-level spin just
south of the Dominican Republic. I referred to the NHC discussion and
it appears that this area is associated with an upper-level low.

Just wondering if anyone else sees this area too. As of 20:45, it appears
to be moving towards the north.

Appears to be just part of an upper level low that is located at 22N 76W (north of eastern Cuba) at 15/03Z. The low itself is drifting to the west. The core of the low is at 250MB (approx 35000ft):
