What is the deal with FEMA?

One of the things that I don't understand is that city and county officials, who obviously can't leave because they are trying to take care of an emergency situation, apparently have to wait for FEMA officials to "show up."

It makes me wonder...are they taking the stagecoach to get there? Maybe they just get in a rowboat and row.

In this modern age the rest of us use phones. And as bad as communication is at the EOCs in the various MS coastal counties, they do have some communication. However, FEMA isn't modernized enough to the point where they can call people up on the phone.

No, you just have to wait for them to ride into town (maybe they haven't progressed to the point where they use automobiles either).
