Forecasters say El Nino has returned, can affect weather worldwide

This could lead to a less active Atlantic season than originally forecast.

I've heard a couple of forecasters say that it's possible that because it has come so late in the year, it may not affect the hurricanes. They point to the fact that Andrew came in a an El Nino year. Thoughts?
