Here's what I think. It's the city officials and State Governments responsibility to have evac plans is case of emergency. Obviously, N.O. had NONE! The Feds don't have time to plan these things for every major city in the US. That's the states job. The Feds have the responsibility of coming in and taking care of what the N.O. officials failed to do. However, it takes time and even more time when there is absolutely no plan, no control no person in N.O. who had even the faintest idea where to start.

The classic smear tactics have been rolled out once again to defend the administration and a President who was unable to think of even one tiny mistake he might have made in the management of "The War". Strangely funny that both the Mayor of N.O. and the Governor of the State are both Democrats. They have been crying out for days, for federal help. The Gov. asked for 40 thousand troops, not a few thousand. As we have all learned, money for the improvement of the levees has been cut back year by year. Pardon the cliché but Penny Wise and Pound Foolish. 2-3 Billion was saved and caused a loss of 20-30-40??? BILLION$$$. One last point, why has there been no solid estimate of the DEATH TOLL??
