They likely have not been able to close off a definitive center of circulation. In those cases, with broad, elongated features, they will generally not transmit back a vortex message. They generally won't provide such fixes for the small-scale swirls that rotate about a mean gyre.
It doesn't mean we will see the system downgraded at 5pm, but it does mean that we haven't seen any intensification and that the storm remains disorganized.
