The L = Atlantic basin, E = East Pacific basin, C = Central Pacific basin, W = West Pacific basin. Im not sure what the rest of basin letters are.

Found the list for all Basins:

A - Arabian Sea
B - Bay of Bengal
C - Central Pacific (between 140W and 180)
E - Eastern Pacific (out to 140W)
L - Atlantic
P - South Pacific (135E - 120W)
S - South IO (20E - 135E)
W - Western Pacific (180 to Malay Peninsula)
