Storm Cooper, you are correct, it is like a "closed wave". According to the Tropical Outlook it is a wave and according to the Tropical Discussion it has a small LLC. So, put the 2 together and you have a "closed wave". NHC also saying it is still moving west at 25. I don't see that direction or speed. Last visible satellite pictures show a small low-level center near 16n 71w, that was per the discussion at 8 pm.
