Looking at a static visible picture really helps illustrate the accuracy of your description of this system being more charasteristic of a wave . While there is small circulation, there is very little west of the very apparent wave axis. Shear is obviously hindering full development. As long as this dynamic exists there is very little reliability in any of the models, IMO.
