96L is still not that well organized this morning. I've been able to detect two circulation centers this morning at 23/13Z - one north of Hispaniola at about 20.5N 71W and the other over the island at 19N 70.5W. Both centers are quite weak. As expected, the center over land is almost stationary and weakening, however, the one to the north is slowly consolidating and it continues to move to the west northwest at 10 knots. At 23/12Z NHC had estimated the northern center at 20.1N 70.9W. ED
