DISCUSSION AND OUTLOOK ---------------------- At 1100 PM AST (0300 UTC), the center of Tropical Storm Sebastien was located near latitude 27.0 North, longitude 52.2 West. Sebastien is moving toward the northeast near 15 mph (24 km/h), and this motion with an increase in forward speed is expected to continue during the next couple of days. Satellite data indicate that the maximum sustained winds are near 65 mph (100 km/h) with higher gusts. Gradual weakening is anticipated, and Sebastien is forecast to dissipate by early next week. Tropical-storm-force winds extend outward up to 195 miles (315 km) from the center. The estimated minimum central pressure is 998 mb (29.47 inches).
