Seems to me the way to move to higher ground is NOT in a boat (doesn't water flow DOWNhill?). Very sad about the deaths, but sounds like a good candidate for next year's Darwin Awards.
It's also kind of sad that an entire nation needs to welcome monsoons that inevitably kill hundreds if not thousands, just so their crops will bear fruit.
