As it's over land now, no chance for development, it may ride along the coast and be aided by shear patterns later, but unlikely to develop into anything tropical. It never closed off. Vorticity is more elongated now than it was, so I suspect the 20% may drop down to 10 or go up to 30 later today if it looks like it'll get more time over water. It's going to be difficult to get a named storm before August with the general conditions this year.
