I haven't looked at the video yet. Hank presents every angle of wind speed definition that I'm aware of. Different elevations, buildings and trees above ground. I remember Jim Cantore and Stephanie Abrams being blown around while doing their live shots. The late Dr Fujita had developed a combination scale between the Fujita Scale and the Saffir-Simpson Scale. You could probably find it with a search engine.
