Not only would I but I have....Danny 97, in a WC-130 AFR Hunter. I am tenatively on the list to take a P-3 Ride this year as well...we'll see.
As far as civilians, you must be a member of the working press, or affiliated with NOAA, and sign your life away to get a ride. However, from the looks of the interior, you aren't missing much in creature comforts...lol
