The TWO says that conditions are ''EXPECTED TO
REMAIN UNFAVORABLE FOR SIGNIFICANT DEVELOPMENT.''
Does this mean that it could perhaps develop into a tropical depression sometime down the road? A tropical depression doesn't really seem like significant development.
