With the SOI still so strongly negative (though all signs are pointing to a return to neutral very soon), it's inhibiting EPac development. JB doesn't see any development with that wave. Additionally, the "blob" over Hispaniola won't develop, but it is going to send even more tropical moisture (than usual) into Florida. Looks like the whole Gulf coast, from Texas through Florida, is going to see A LOT of rain this week. Some areas could see as much as 5-10". Mindulle in the WestPac is going to put a world of hurt on Taiwan, as the forecast calls for it to pass between the Mainland and Taiwan, then recurving northeast towards Japan. Gusts up to 145 Knots as it approaches from the South East! Yikes. Mindulle Hurricane Alley forecasts gusts to 160 Knots!
