I just checked the October summary for hurricanes at the NHC...it doesn't say anything about Cat 1:

HURRICANE. IT REGAINED CATEGORY 3 STATUS JUST OFF THE
CENTRAL EAST COAST OF FLORIDA
...AND GRADUALLY WEAKENED THEREAFTER.
