The person who said it WAS one of Nixon's biggest opponents, and it was said during his administration...
but it relates to 2004 in some way...

I didn't do Google, but I think this is it: Richard Nixon was around in the early 70's, John Kerry was around in the early 70's right. So I'm saying John Kerry said it when he was interviewed when he was awarded a medal?

Bonus points a"W"arded, Keith.
John Kerry uttered those very words, amongst others, during an April 1971 testimony before the United States Senate Foreign Relations Committee. Portions of that speech, as well as various other John Kerry remarks, can be found here.
