what does Invest mean?

I must have missed something....didn't tropical disturbances used to be named: TD and a number, or TS and a number? When did the use of "Invest" start? What does Invest mean? (I know it signifies a Potential Development Area.) What is the significance of the number behind it? And what does the letter stand for (92L)? TIA
