Subtropical Storm "Stephanie"

A subtropical cyclone has formed in the extreme eastern Atlantic basin, now between northern Spain and France. This storm has been nicknamed "Stephanie," but may have formed just outside of the NHC area of responsibility, and it is not clear which Regional Specialized Meteorological Center is taking the lead here just yet.
