A TROPICAL STORM WARNING MEANS THAT TROPICAL STORM CONDITIONS ARE EXPECTED WITHIN THE WARNING AREA WITHIN THE NEXT 24 HOURS. AT 1 AM CDT...0600Z...THE CENTER OF TROPICAL STORM MATTHEW WAS LOCATED NEAR LATITUDE 28.1 NORTH...LONGITUDE 91.2 WEST OR ABOUT 145 MILES WEST-SOUTHWEST OF THE MOUTH OF THE MISSISSIPPI RIVER. MATTHEW IS MOVING TOWARD THE NORTH-NORTHEAST NEAR 9 MPH. AN ERRATIC BUT GENERALLY NORTH-NORTHEASTWARD MOTION IS EXPECTED OVER THE NEXT 24 HOURS...AND THE CENTER OF THE TROPICAL STORM IS EXPECTED TO REACH THE COASTLINE WITHIN THE WARNING AREA LATER THIS MORNING.
