A TROPICAL STORM WARNING MEANS THAT TROPICAL STORM CONDITIONS ARE EXPECTED WITHIN THE WARNING AREA WITHIN THE NEXT 24 HOURS. AT 4 AM CDT...0900Z...THE CENTER OF TROPICAL STORM MATTHEW WAS LOCATED NEAR LATITUDE 28.5 NORTH...LONGITUDE 91.1 WEST OR ABOUT 90 MILES SOUTHWEST OF GRAND ISLE LOUISIANA MATTHEW IS MOVING TOWARD THE NORTH-NORTHEAST NEAR 9 MPH AND A MOSTLY NORTHWARD MOTION IS EXPECTED TO CONTINUE TODAY.
