DISCUSSION AND OUTLOOK ---------------------- At 1000 PM CDT (0300 UTC), the center of Post-Tropical Cyclone Francine was located near latitude 35.2 North, longitude 90.9 West. The post-tropical cyclone is moving toward the northwest near 6 mph (9 km/h) and this motion is expected to slow down before the post-tropical storm dissipates on Friday. Maximum sustained winds are near 30 mph (45 km/h) with higher gusts. Little change in strength is forecast during the next 48 hours. The estimated minimum central pressure is 998 mb (29.47 inches). RAINFALL: Post-Tropical Storm Francine is expected to bring additional rainfall amounts of 4 to 6 inches with isolated totals around 8 inches across portions of central and northern Alabama, western Tennessee, and the Florida Panhandle. Elsewhere, 2 to 4 inches of additional rainfall is expected across parts of northern Mississippi, northeast Arkansas, southwest Kentucky, and western Georgia. This rainfall could lead to considerable flash and urban flooding.
