DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 1100 PM AST (0300 UTC), the center of Tropical Storm Fred was located near latitude 22.0 North, longitude 36.5 West. Fred is moving toward the west-northwest near 12 mph (19 km/h), and this general motion is expected to continue through early Saturday. A turn toward the northwest and a decrease in forward speed is forecast by late Saturday. Maximum sustained winds are near 40 mph (65 km/h) with higher gusts. Weakening is forecast, and Fred is expected to become a remnant low on Friday. Tropical storm force winds extend outward up to 70 miles (110 km) from the center.
