DISCUSSION AND 48-HOUR OUTLOOK

At 1100 AM EDT (1500 UTC), the center of Tropical Storm Julia was
located near latitude 31.1 North, longitude 75.6 West. Julia is
moving toward the east-southeast near 7 mph (11 km/h). A slow and
erratic motion offshore of the coast of South Carolina is expected
during the next couple of days.

Maximum sustained winds are near 40 mph (65 km/h) with higher gusts.
Little change in strength is forecast today, but gradual weakening
is anticipated after that time. An Air Force Reserve Hurricane
Hunter aircraft is scheduled to investigate Julia this afternoon.

Tropical-storm-force winds extend outward up to 70 miles (110 km)
from the center.

The estimated minimum central pressure is 1008 mb (29.77 inches).
