DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 1100 AM EDT (1500 UTC), the center of Tropical Depression Julia was located near latitude 31.8 North, longitude 77.1 West. The depression is moving toward the west near 2 mph (4 km/h). A turn toward the north is expected to occur later today and that motion is expected to continue into Tuesday. Maximum sustained winds are near 30 mph (45 km/h) with higher gusts. Some slight strengthening is possible during the next 48 hours. The estimated minimum central pressure is 1010 mb (29.83 inches).
