DISCUSSION AND OUTLOOK ---------------------- At 1100 PM AST (0300 UTC), the center of Subtropical Storm Debby was located near latitude 40.3 North, longitude 49.1 West. The storm is moving toward the north near 13 mph (20 km/h). A turn toward the northeast is expected by Wednesday night. Maximum sustained winds are near 40 mph (65 km/h) with higher gusts. Weakening is forecast over the next day or so, and Debby is forecast to dissipate by Thursday. Winds of 40 mph extend outward up to 140 miles (220 km) from the center. The estimated minimum central pressure is 1008 mb (29.77 inches).
