Flash flood watches are in effect from Maryland and northern Virginia northward into southern New York then eastward across portions of southern New England. DISCUSSION AND OUTLOOK ---------------------- At 1100 PM EDT (0300 UTC), the center of Post-Tropical Cyclone Florence was located near latitude 39.8 North, longitude 80.2 West. The post-tropical cyclone is moving toward the northeast near 12 mph (19 km/h) and this motion is expected to become more easterly and quicker on Tuesday and Wednesday before Florence becomes absorbed by another low pressure area on Thursday. Maximum sustained winds are near 25 mph (35 km/h) with higher gusts. Some strengthening is forecast Tuesday night and Wednesday as the system transitions into an extratropical cyclone. The estimated minimum central pressure is 1008 mb (29.77 inches). HAZARDS AFFECTING LAND ---------------------- RAINFALL: Florence is expected to produce heavy to excessive rainfall through Tuesday. Portions of the northern Mid- Atlantic states and southern New England are expected to receive an additional 2 to 4 inches of rain...with isolated maximum amounts of 6 inches possible.
