Invest 95L off the west African coast has become sufficiently organized to be classified as a Tropical Depression - the 12th tropical cyclone of the season. At 14/15Z TD12 was located over the northern Cape Verde Islands at 17.0N 25.0W with winds of 30 knots gusting to 40 knots and a central pressure of 1009MB. Movement was to the west northwest at 12 knots and movement to the west is expected through the weekend. TD12 is moving in a pocket of light windshear over SSTs of 27.5C so slow intensification is likely. TD12 should remain on the cusp of TD/TS status for a few days however this is a small cyclone so rapid flucuations in intensity are possible. The system will encounter stronger windshear by the start of the weekend.
