Tropical Depression 8-E was upgraded to Tropical Storm Frank this morning. The latest visible images seem to show an eye feature developing:-

This seems to be a very well devloped tropical storm. If an eye is already devloping it's suprising, that the only forecasted it to stay as a strong Tropical Storm but it does have the possiblity of becoming a CAT 3, approx. 10%. So they have a pretty large intensity forecast. Though Estelle had the possiblity of becoming a CAT 3 hurricane too but nothing happened.

A special advisory has been issued to state that Frank's maximum wind has increased to 55kts. It is now expected to peak as a CAT 2 in about 24 hours.
Also, TD #9E has just formed. A busy day in the E. Pacfic it seems.

I thought the Eastern Pacific was suppose to be inactive this year but they haven't had any major hurricanes yet. Today was certainly an exception for the forecast but the forecast is for the year not for August 23. Time will tell.

There has been 1 major hurricane there this year - CAT 3 Hurricane Darby reached 120mph back in July. I have to agree with you though, this has been one slow year in the E. Pacific - this time last year Tropical Storm Ignacio was churning his way towards Baja California.
Looks like we may have Georgette soon.

It seems that TD#9 has slowed down quite fast to the rapidly intensifing Frank, which has now become stronger. Frank seems to be controlling TD#9 and will continue to control until it weakens by 72 hours. Then TD#9 will turn westward and likely become the next named system. But there is some uncertainy until when Frank will stop interacting with TD#9, so it only has a chance to become a tropical storm or hurricane. It is a very interesting situation, regardless.
