Navy INVEST ?

On the Navy Invest site do they add or update new Invests at certain times or is at any time?

They will do it whenever there is something they and the NHC feel worth looking at a bit closer out there in the basin. Usually strong tropical waves or features under serious consideration for classification will be termed "invests," but they don't give that designation to all that much out there.
