2003 Update

Supercane and I have discussed several of the factors known to affect tropical cyclone activity in the north Atlantic basin for 2003. So we decided to make a prelim 2003 update based on all the factors that can be evaluated this early. We do have a vague forecast, but our actual verifiable forecast won't be released until May, along with updates on the other factors such as the TUTT, SLPA, bermuda high, etc.
