NHC Public Advisory Wind Speeds?

Dear CFHC,

I was wondering the other day about the NHC reported sustained winds in their advisories.

As NOAA is goverment-run (as far as I'm aware), does anybody know if the reported sustained winds contained in a public advisory are slightly higher than are actually being reported - erring on the side of caution for safety's sake?
