This seems to be a very well devloped tropical storm. If an eye is already devloping it's suprising, that the JTWC only forecasted it to stay as a strong Tropical Storm but it does have the possiblity of becoming a CAT 3, approx. 10%. So they have a pretty large intensity forecast. Though Estelle had the possiblity of becoming a CAT 3 hurricane too but nothing happened.
