andy1tom, Check out http://www.nhc.noaa.gov/1995opal.html , section b, "Meteorological Statistics". It says the Panama City Beach piertide gage was 8.3 feet above sea level with an added 10 feet of breaking waves on top of that, totally 18' above mean sea level. Hope this helps you.
