1939 ish?

A few nights ago Joe Bastardi was on Fox. He said this year is exactly like a previous year --- to the point he said he couldn't believe he had this knowledge and could almost predict what's going to happen. I thought he said 1939? 1936? but I don't remember (sure wish I'd Tivo'd it, lol). Anyone know what year he's talking about?
