PHILIPPE IS A VERY SMALL SWIRL OF LOW CLOUDS...AND DVORAK T-NUMBERS NO LONGER SUPPORT TROPICAL STORM STRENGTH. THE SYSTEM IS DOWNGRADED TO A DEPRESSION ON THIS ADVISORY. PHILIPPE IS EXPECTED TO BECOME ABSORBED WITHIN A BROAD LOW PRESSURE AREA WITHIN 12-24 HOURS...AND THIS COULD OCCUR EVEN SOONER.
