I'll leave this to those who know more about global and/or long-term climate patterns than I, but I feel that the answer lies in there somewhere...whether it's rainfall (or the lack thereof) over the Sahara/Sahel, enhanced ridging in the subtropics promoting trough fracture and thus enhanced shear across the basin, or some combination thereof/something else entirely. Not my area of expertise, though.
