No one would be able to physically get close enough to know. The satellites that are ordinarily in the survelliance mode would have to be moved out of the region. Thermonuclear devices detonated to disrupt hurricanes is like using a hammer to break saltine crackers. Its a bit of an overkill and you might end up with a lot less than you bargained for in the first place.
