SHIP OBERVATIONS AND DATA FROM A RECONNAISSANCE PLANE INDICATE THAT THE MAXIMUM SUSTAINED WINDS HAVE INCREASED TO NEAR 45 MPH...75 KM/HR...WITH HIGHER GUSTS. THESE WINDS ARE OCCURING MAINLY OVER WATER TO THE NORTH AND EAST OF THE CENTER. NO SIGNIFICANT CHANGE IN STRENGTH IS EXPECTED WHILE THE CENTER OF FAY IS OVER HISPANIOLA.
